DESCRIPTION:

  • To purchase "as-is-where-is" material that contains ferrous and/or non-ferrous metal in whole or in part and demilitarize or destroy the controlled assets at the Canadian Forces Base Halifax, Halifax, Nova Scotia on an "as and when requested basis" for the duration of the Sales contract period, subject to the following conditions of sale.

BIDDING PROCESS:

  • Do not submit an electronic bid on this website as no electronic bids will be accepted.
  • Interested parties shall request the bidding package to the GCSurplus Contracting Authority.
  • All bids must be emailed back to the GCSurplus Contracting Authority listed below using the Bid Submission Form included in the bidding package by 2:00 p.m. (Eastern Time) May 24, 2023.

BRIEF SUMMARY OF REQUIREMENTS:

  • The Department of National Defence has a yearly requirement for the sale of approximately 25 MT of scrap, to be sold by the MT(metric tonnes) per the estimated quantities identified below, conditional upon the Purchaser demilitarizing the assets by either cutting, smashing or crushing render them unusable/unrepairable/destroyed in accordance with the Controlled Goods Program (CGP), Controlled Technology Access and Transfer (CTAT) and the International Traffic in Arms Regulations (ITAR) requirements. We anticipate that the requirement will be for a period of three (3) years with the option to extend the term of the sale contract by up to two (2) additional one (1) year period(s) under the same conditions. The Purchaser must be registered under the Controlled Goods Program in order for a contract to be awarded.
    • For the first three years of the sale contract: 75 MT estimated quantity
    • For the first optional year of the sale contract, if exercised: 25 MT estimated quantity
    • For the second optional year of the sale contract, if exercised: 25 MT estimated quantity.

SECURITY DEPOSIT

  • A security deposit in the form of a certified cheque or an irrevocable standby letter of credit made out to the Receiver General for Canada of an amount up to of twenty percent (20 %) of the estimated extended price of the Sales Contract is a condition precedent to Sales Contract award. Should the Purchaser fail to respect fully his/her obligations under the Sales Contract, the deposit will be forfeited to GCSurplus. Such forfeiture must not limit or curtail any of GCSurplus rights as stipulated by law or in the Sales Contract.

BIDDER'S CONFERENCE:

  • A Bidders' conference may be held at Canadian Forces Base Halifax, 40 Atlantic Street, Dartmouth, Nova Scotia based on interest. If requested, the Bidders' conference will be held on a date to be determined in June 2023. The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a proposal to attend the bidder's conference or send a representative.
  • Bidders are requested to communicate with the GCSurplus Contracting Authority to confirm whether they would like to attend a Bidders Conference no later than 4:00 p.m. on 26 May 2023. Bidders should provide, in writing, to the GCSurplus Contracting Authority, the name(s) of the person(s) who will be attending and a list of issues they wish to table at least three (3) working days before the scheduled bidders' conference. Any clarifications or changes to the bid solicitation resulting from the bidders' conference will be included as an amendment to the bid solicitation. Bidders who do not attend will not be precluded from submitting a bid.

Payment and Removal
Payment:
The Purchaser agrees to make any payment requested (see available payment options) by the Minister within 21 calendar days from the date of such request and prior to removal of any of the property.
 
Removal:
The Purchaser, upon acceptance of this offer by the Minister and after payment in full has been received by the Minister, shall at their expense, pack, load and remove the property by the date indicated on the bill of sale or, if no date is shown, within 21 calendar days after the date the bill of sale is issued.
