  • Quantity: 128,000 liters
  • MSDS Product Description: Light distillate (fuel oil)
  • The buyer must have a tanker truck to pump the product.
  • The hose connection is 1.5 inches female (Quick Connect)
  • Hose length is approximately 40 feet.
  • Note: The fuel oil is in good condition and is not contaminated.
  • Complete pumping must be done before May 31, 2022.

STANDARD INSTRUCTIONS, CLAUSES AND CONDITIONS

  • Pursuant to the Department of Public Works and Government Services Act (S.C. 1996, c. 16), the General Terms and Conditions B, identified in the GCSurplus.ca website by date, and title are incorporated by reference and form part of the bid solicitation and resulting contract as though expressly set out in the bid solicitation and resulting contract.

1.0 SECURITY REQUIREMENT

  • There is no security requirement.

2.0 REQUIREMENT

  • 2.1 For the purchase, pickup and removal of the Asset(s)described in section 2.2 for the duration of the period of the Contract as detailed in Section 5.0 entitled Term of Contract.
  • 2.2 Details of the Asset(s) and Work Requirement
    • The assets consist of type 1 fuel oil located at the Department of National Defence (DND), Canadian Forces Base (CFB) Montreal, Quebec.
    • For the purposes of this contract, type 1 fuel oil per liter will be the base unit offered. The estimated quantity for pick-up is 128,000 liters.
    • Pick-ups will be on an as-needed basis and shall be made between the hours of 7:30 a.m. and 2:00 p.m., Monday through Friday. The purchaser will have until May 31, 2022 to pick up the entire lot.
    • Buyer will need to have a water truck to perform the pumping.
    • The hose connection is a 1.5 inch female.
  • 2.3 The buyer shall comply with the guidelines and safety measures in place where the lot is located.
  • 2.4 Specific Requirements for Pickup and Transportation:
    • Loading and pickup of the Goods is entirely the responsibility of Buyer and is at Buyer's expense.
    • Buyer acknowledges that it is responsible for obtaining any permits required for the transportation and handling of such goods.
  • 2.5 The material listed may contain items of an explosive or flammable nature. The purchaser shall accept full responsibility for any damage to property, personal injury or loss of life that may result from handling or processing, and shall not make any claim or demand against Canada for damage, injury or loss.
  • 2.6 Permits: Copies of valid environmental receptor and carrier permits in Quebec shall be forwarded to GCSurplus within ten days of the Representative's request.
  • 2.7 WHMIS Training: WHMIS training for the purchaser's personnel involved in the pick-up of the Goods is the responsibility of the purchaser. The purchaser must provide documentation within 10 days of a request from DND that its personnel's WHMIS training and qualifications are current.
  • 2.8 Pick-up goods must be handled by the purchaser's personnel and equipment. The purchaser must be equipped with a tanker truck equipped with a vacuum or gear pump in order to pick up the goods. All vehicles, equipment and personnel used to remove the goods must be certified to transport type 1 fuel oil.
  • 2.9 The purchaser must have a spill kit in the transport vehicle and all spills that occur during loading, transport and unloading are the responsibility of the purchaser. All spills must be reported to the DND Hazardous Waste Spill Response Team. All costs for clean-up of spills are the responsibility of the purchaser.

3.0 ESTIMATED QUANTITY AND ESTIMATED EXTENDED PRICE

  • The estimated quantity of Asset(s) and its corresponding estimated extended price specified herein are only an approximation of requirements given in good faith. The Purchaser will have no claim against GCSurplus for shortages. Amounts in excess of the Estimated Quantity or Estimated Extended Price will be paid in accordance with the Basis of Payment specified herein.

APPLICABLE LAWS

  • The contract shall be interpreted and governed by the laws in force in Quebec, and the relations between the parties shall be determined by those laws.

Inspection and Pick-up

  1. In the current circumstances related to the pandemic, no inspection of the goods will be permitted prior to the buyer taking possession of the goods.
  2. Appointments for pick ups are mandatory, no exceptions will be made.

  5. No shipping, pick-ups on site only.
  6. Please provide an appropriate vehicle and labour for the pick-up.The custodian will not provide any assistance during the pick-up/removal.
  7. Buyers who arrive unprepared or without a confirmed appointment will be denied access to items.
  8. The buyer will have to comply with the guidelines and preventive measures related to the COVID-19 specific to the site where the property is located, which vary from one location to another.

  1. Payment and Removal
Payment:
The Purchaser agrees to make any payment requested (see available payment options) by the Minister within 3 business days from the date of such request and prior to removal of any of the property.
 
Removal:
The Purchaser, upon acceptance of this offer by the Minister and after payment in full has been received by the Minister, shall at their expense, pack, load and remove the property by the date indicated on the bill of sale or, if no date is shown, within 3 business days after the date the bill of sale is issued.

The item(s) described herein are being sold offsite and not from a GCSurplus Sales Centre. For all offsite sales, Canada is responsible for making the sale items accessible for removal. They are under no obligation to provide assistance of any kind. It is the Purchaser's responsibility to ensure they have the proper labour and material handling equipment to facilitate the removal. Failure to comply with this condition of sale may lead to the Purchaser being turned away and the items and funds being forfeited.
